The Secretary-General of the Association of Banks in Lebanon, Fadi Khalaf, held the Lebanese state and its institutions responsible for squandering more than $121 billion out of $124 billion deposited in banks on the eve of October 17, 2019.

He pointed out that "the losses of the Banque du Liban until 2020 amounted to $ 51 billion, which is the responsibility of the state according to Article 113 of the Monetary and Credit Law," noting that "the state's debt due to the Banque du Liban is $ 16.5 billion."

Khalaf revealed that the Banque du Liban has wasted about $23 billion on supporting smuggling, traders, and the lira since the beginning of the crisis from mandatory bank employment. He pointed out that "the state is the one that refrained from issuing laws that prevent the enrichment of borrowers at the expense of depositors worth $ 31 billion."
