Oil Dominates Libya’s Revenues While Salaries Lead Expenditures

Financial data issued by the Central Bank of Libya showed a budget surplus of 12.8 billion dinars during the period from January 1 to August 31, 2025. Public revenues exceeded 84.3 billion dinars in the first eight months of this year, compared to expenditures of 71.5 billion dinars.

Oil sector revenues amounted to 70.5 billion dinars, followed by oil royalties worth 12.1 billion dinars, then taxes at 1 billion dinars, and customs revenues of 135 million dinars. On the expenditure side, spending was distributed across five main categories, led by salaries at 42.9 billion dinars, representing about 60% of total expenditures. Subsidies came next at 24.3 billion dinars, accounting for 34% of spending, including fuel subsidies, family allowances for wives and children, as well as salaries of certain public entities.
