Union of Arab Chambers Participates in the Arab Symposium on the Mobility of Arab Competencies and Talents

The Union of Arab Chambers participated in the Arab Symposium organized by the Arab Labor Organization in Cairo during the period of November 10–11, 2025, under the title “Mobility of Arab Competencies and Talents… Arab Development Opportunities.” The event witnessed broad participation from representatives of governments, employers’ organizations, and labor unions.

The Director-General of the Arab Labor Organization, Fayez Ali Al-Mutairi, stressed the importance of shifting from the concept of “brain drain” to “mobility of competencies” as an added value that supports comprehensive development through systematic and circular governance that ensures the transfer of knowledge and technology and the training of national cadres.

Working Sessions

1. First Session:

Presented by His Excellency Mr. Jamal Aghmani – an expert in labor policies – on “The Role of International and Arab Standards in the Governance of the Mobility and Migration of Competencies.”
The session addressed the importance of establishing joint regulatory frameworks to govern the movement of competencies in a way that protects rights and enhances developmental returns, with an emphasis on aligning Arab standards with relevant international conventions.

2. Second Session:

Presented by Dr. Khaled Al-Sayed Hassan – an expert in population and migration studies – under the title: “New Trends and Patterns of Migration Flows and the Mobility of Arab Competencies and Talents.”
The session reviewed the transformations of regional and global labor markets and the economic and social factors driving Arab competencies to migrate, in addition to practical proposals to benefit from Arab talent abroad through temporary return programs and knowledge transfer initiatives.

The sessions were marked by rich interactive discussions that emphasized the need for unified Arab policies to manage the mobility of competencies in a manner that serves the collective interest of Arab countries.
The participation of the Union of Arab Chambers was of particular importance in presenting the private sector’s perspective on mechanisms to leverage Arab talent not only in job creation but also in enhancing productivity, transferring technology, and supporting innovation and entrepreneurship.
The symposium’s recommendations are expected to contribute to building sustainable partnerships between the public and private sectors and to developing integrated Arab policies that transform the mobility of competencies into a key driver of economic growth and regional integration.
